About the Project

ManpowerGroup, which makes the most detailed analyzes on workforce analysis all over the world, conducts research using various dimensions. In this context, according to the “The Talent Shortage” – Talent Gap report made in 2021, the talent gap has increased all over the world and reached the level of 69%. It is stated that almost 7 out of 10 employers worldwide have difficulty in finding skilled workforce.

Turkey, where the talent gap is 83%, is among the countries that employers have the most difficulty in filling their positions. In the report, the following specializations are ranked as the highest demand globally:

  • =Analysts/Scientists for Data, Information Security
  • =Experts in AI & ML, Big Data, Process Automation, IoT, Digital Transformation
  • =Software Developers
In 11th Development Plan, DOMESTIC PRODUCTION IN RAIL SYSTEM VEHICLES report of Turkey’s Ministry of Development, it is stated that needed capacity will be created till 2035 for the production of 18 high-speed trains, 170 electric locomotives, 16 EMU sets, 3,000 wagons, 250 subways & 50 trams with domestic facilities.

In the same report (pp.47), “Train Control & Management Systems” is among the subsystems to be produced locally and the legal regulations to be made in 2023 and later.

In 1-to-1 meetings between ICterra and DEMÜHDER, as well as with those working in ICT, the need for workshops on rail systems technology and creating guides has emerged in order to increase the quality of the expertise performed.

As technology continues to reshape industries & new jobs continue to appear on the market requiring hybrid skills, expertise in a single domain will no longer suffice. Working professionals need to be able to synthesize knowledge across fields while committing to learning that is flexible and interdisciplinary.

So, with this respect, in our project, developing training guides on the rail systems sector & distributing them as scientific reports, in order to support the ecosystem (esp. for ICT roles with gaps), are the main foci.

This main objective is directly related to the horizontal priorities of the call “Tackling digital transformation through digital readiness, resilience and capacity building”. The usability of the guides to be created in this context in in-service vocational training is related to “applying to VET labor market needs”.

Within the scope of the project, “Digital content, technologies and practices”, “Digital skills and competencies” and “Quality assurance” will be examined. The project will also be the 1st step in establishing a global center of excellence (CoC) in this regard.

Continuing VET (C-VET) aims to raise knowledge, help citizens acquire new skills, and retrain and advance personal and professional development, which takes place after basic education and training or after starting a working life. It is largely work-based and the majority of learning takes place in the workplace.

The Osnabrück Declaration 2020 lays out new policy actions for the period 2021-2025 to complement the Council Recommendation on vocational education and training for sustainable competition, social justice and resilience:

  • =Promoting resilience and excellence through quality, inclusive and flexible vocational education and training
  • =Creating a new culture of lifelong learning that emphasizes the relevance of C-VET and digitalization
  • =Promote the sustainability of VET
  • =Develop a European Education and Training Area and international VET
In addition, our project coincides with the priorities of the EU Digital Education Action Plan (2021-2027).
In this context;
  • =Digitalization processes will be among the most important issues in the coming years, as in the past years. Parallel to the rapidly developing technologies, all sectors move their business processes to digital platforms and become a part of digital transformation.
  • =In the communiqué “2030 Digital Compass: the European way for the Digital Decade” published by the European Commission dated 9.3.2021, decisions were taken on a number of digital developments and it was decided to initiate projects for digitalization. In addition to these, our other motivation is to accelerate digital transformation and studies in this context, to make techno-economic breakthroughs and to encourage studies in this direction by the Digital Transformation Office of Presidency (CBDDO) and the Ministry of Industry and Technology (STB).
Working professionals (aka learners) need a lifetime learning that can evolve with them throughout their careers. They should receive a holistic approach to real-life problems and are embrace the “hybrid” thinking that is necessary to thrive not only in their respective industry, but also in the modern workforce.

Our project, which we think will facilitate skill-based training in vocational education, will make a serious contribution to both EU and our country by “discussing basic rail systems sector information, preparing a guide for the roles that serve the rail systems sector with talent gap”; therefore, should be financed.

The dissemination of this guide, even with the final conference, will be started, and the common problems and possible solutions of software companies providing services to the rail systems industry will be discussed with an international webinar event on “software solutions and expectations & solutions in rail systems”.

Our project will contribute to the activities of all partners to expand their networks and enable them to participate in new collaborations, for creating an ecosystem & new partnerships.

In addition, the following topics, which EU supports and prioritizes in the European Skills Agenda, will also be discussed:

  • =To exchange ideas on the use of new technologies related to reducing carbon emissions,
  • =Sharing experience on the support and design of digital technologies in the rail systems sector and vocational training activities to be carried out in this sector,
  • =Working on railway projects in close cooperation with European networks
  • =Laying foundations for a CoC
